The board of Tarrant County College (TCC) has decided to make the current interim chancellor permanent. The board will offer a contract to Elva LeBlanc on Thursday during the next board meeting at the Trinity River Campus boardroom (300 Trinity Campus Circle). This action will be taken without interviewing any other candidates. TCC has the worst faculty and employee retention rate in the history of the college under 16 years of leadership of LeBlanc, yet the board is prepared to make her chancellor.  

In April 2021, LeBlanc — then second in charge behind former chancellor Eugene Giovannini — was given a faculty survey that indicated campus staff had a severe lack of morale and very low retention. At the next board meeting, LeBlanc presented recommendations to the board, in a presentation titled Faculty Recruitment and Retention Plan. LeBlanc outlined the need to hire based upon national origin and not merit. This policy is illegal under federal law and will cost the taxpayers through lawsuits. 

Faculty retention continued to be an issue, and the remarks of LeBlanc only made matters worse for faculty. The retention rate continued to worsen, and LeBlanc made no further efforts to address the problem. The faculty provided another survey, which was given to the board. The faculty was very clear about LeBlanc’s hiring practice concerns and lack of leadership.

LeBlanc was given the opportunity to become interim chancellor in August 2022.    

LeBlanc, as provost and second in command at TCC, allowed faculty positions to remain open over multiple budget years without informing the board or removing the budget line item. Over 100 faculty positions have remained open for multiple years. The board was never notified by LeBlanc concerning the request for funding for unfilled faculty positions. Why did LeBlanc continue to request funds for unfilled faculty positions?

  1. This is unbelievable. Seems like the problem is obvious. The people who have the authority and responsibility to do something about this are not willing to do so. Perhaps everyone reading this should make a call to report all of the corruption and/or incompetence that we keep seeing in the news.

    Colleges and universities are required by law (Texas Government Code, Section 321.022) to report suspected fraud or unlawful conduct to the State Auditor’s Office (SAO) if there are facts (not just mere suspicion) that point to fraud or unlawful conduct. Persons or entities reporting fraud to the SAO do not have to establish probable cause and/or have a suspect. Persons who report fraud may choose to remain anonymous. The SAO investigates allegations of misuse and/or illegal acts involving state resources.
